  • The California Senate Bill 1383 is a statewide effort to reduce emissions of short-lived climate pollutants (SLCP) by reducing organic waste disposal into landfills. Organic waste in landfills emits 20% of the state’s methane, a climate super pollutant 25 times more potent than carbon dioxide.
  • Article 12 of SB 1383 annual jurisdiction procurement targets that took effect on January 1, 2022
  • CalRecycle assigns an annual procurement target to each jurisdiction based on its population. Jurisdictions can fulfill their target by procuring any combination of recovered organic waste products including Renewable Natural Gas, Bioenergy, compost, and/or mulch.
  • The formula for Article 12 procurement targets is as follows:
    • The product procurement requirement is 0.08 tons of organic waste per person
    • 0.58 tons or 1.45 cubic yards of compost satisfies one ton of organic waste product
