Frank Franciosi, president of the United States Composting Council (USCC)announced recently that Bob Engel had been appointed chair of Market Development Committee. This committee oversees the operation of the USCC Seal of Testing Assurance Program or STA for short. This program is the only national testing program and lab certification program in the US.
